No. Each word is measured pixel by pixel and placed in a spiral from the center only where it doesn't touch another word. If there's no room, it's shrunk a little and tried again; words that still don't fit are left out and counted below the cloud.
After the main words are placed, the empty space inside the shape is filled with small copies of frequent words so the outline of the heart, star or other shape stands out. Turn it off for a cleaner cloud that only shows each word once.
